Why did Marcos decided to formalize the country’s hold on the Spratlys in 1978?
--
Capt. Tucay said that was the year, He ( Pres. Marcos) explains, when the Southeast Asia Mineral Company (SEAMICO) finished its oceanographic survey and rendered a report to Malacanang concluding that the area “possessed great promise”.

The Island is said to be rich in oil and natural gas!
On July 17, 1978, Marcos signed Presidential Decree 1599 proclaiming the Kalayaan Island Group (composed of Pag-Asa, Likas, Parola, Kota, Panata, Lawak and Patag islands) part of the country’s Exclusive Economic Zone (EEZ). The Group also encompassed Commodore or Rizal Reef. With a total area of just a third of a square mile, it is a registered 5th class municipality of Palawan with its own mayor.

Chinese texts of the 12th century record these islands being a part of Chinese territory and that they had earlier (206 BC) been used as fishing grounds during the Han Dynasty. Further records show the islands as inhabited at various times in history by Chinese and Vietnamese fishermen, and during the second world war by troops from French Indochina and Japan. However, there were no large settlements on these islands until 1956, when Filipino lawyer, businessman and adventurer Tomas Cloma decided to "claim" a part of Spratly islands as his own, naming it the " Free Territory of Freedomland".
The Spratly Islands are important for a number of reasons: the Spratly area holds potentially significant, but largely unexplored, reserves of oil and natural gas; it is a productive area for world fishing; it is one of the busiest areas of commercial shipping traffic; and surrounding countries would get an extended continental shelf if their claims were recognised. Only China, Taiwan, and Vietnam have made claims based on historical sovereignty of the islands. The Philippines, however, claims part of the area as its territory under UNCLOS, an agreement parts of which have been ratified by the countries involved in the Spratly islands dispute.
