My contact there responded about the train. Here is his message to me:
Michael,
Yes, I am familiar with that train engine. It sits on the Circumferential Road on the outskirts of Bacolod City proper at the entrance to a sub division there. It is at 10°41'28.41"N - 122°59'13.26"E. If you have Google Earth on your computer you can click on the attached link and it will take you to the spot, including a photograph posted by someone of the train. You will have to have the 'Photos' option selected in the Layers menu on Google Earth to see the photo. If you do not have Google Earth it is a free download that I find very useful. You can also see the area in a web site called Google Maps.

The subdivision may be called La Herencia, but I am not sure about that. There is another mapping web site called Wikimapia that could help you identify the barangay or subdivision name.
Look for the intersection of the Circumferential Road and GM Cordova Avenue. The engine is in a small circle of grass just north of that intersection and on the East side of the road. You can also Google the words "Iron Dinosaur Bacolod City" and see some more links and information on the area. None of the satellite photos show enough detail to actually see the engine clearly. The attached photo on Google Earth does, and there are some photos of it and other old trains and engines if you Google for Iron Dinosaur as I mentioned.
