CEBU, Philippines - Negros Island is now a separate region.

Malacañang confirmed yesterday that President Benigno Aquino signed Executive Order 183 last May 29, which created the Negros Island Region (NIR).

NIR is composed of the two provinces in Negros Island – Negros Oriental and Negros Occidental.

Negros Oriental used to belong to Region-7 along with Cebu, Bohol and Siquijor while Negros Occidental used to be a part of Region-6 alongside Iloilo, Aklan, Antique, Capiz and Guimaras.

“There is a need to further accelerate the social and economic development of the cities and municipalities comprising the provinces of Negros Occidental and Negros Oriental and improve the delivery of public services,” the executive order reads.

EO 183 mandates the creation of a Negros Island Region Technical Working Group that will plan institutional and organizational changes that will take place in the process of integrating the two provinces.

The order also constituted the regional councils – the Negros Island Development Council, Negros Island Peace and Order Council, and the Negros Island Disaster Risk Reduction and Management Council.

Negros Occidental Governor Alfredo Marañon Jr. said he is “very happy, very glad and very privileged” that Aquino heeded the call of Negrenses to make Negros an independent region.

“I’m thankful to the president, through Secretary Mar,” he said.

It was on the last week of May that Marañon and Negros Oriental Governor Roel Degamo submitted the draft of the Implementing Rules and Regulations (IRR) of the Negros Island Region to the Department of the Interior and Local Government (DILG).

Aquino had said he would sign the EO once he receives the draft of the IRR.

Former DILG-7 Director Ananias Villacorta said, “As far as DILG is concerned, the creation of One Negros Island Region would entail additional budget for the establishment of a regional office and the creation of positions of its officials and staff, service vehicle to support its operation,”

Villacorta has assumed as director of DILG 11 starting June 1. He said officials from the two Negros provinces, as well as other stakeholders were convened in several multi-sectoral fora with DILG Secretary Mar Roxas for them to be fully informed of the benefits of creating the NIR.

BENEFITS

The Department of Environment and Natural Resources-7 said the creation of the new region will benefit the whole island, considering that the biggest National Greening Program (NGP) plantation and the largest mechanized seedling nursery are in Negros Oriental.

“If the proposed One Negros Island will come into reality, it would be beneficial to the whole island as they will have a sizeable stock of seedlings to cover various reforestation efforts,” said Dr. Eddie Llamedo, DENR-7’s spokesperson.

He said, however, that this will affect the seedling production in Central Visayas as the nursery that will be fully functional early third quarter of this year will produce millions of seedlings in a month.

“But as long as the objective of NGP, which are to provide livelihood, reduce poverty, promote ecological integrity, climate change mitigation, and food security will be upheld, we don’t see a cause of concern there,” Llamedo said.

For its part, the Department of Tourism (DOT-7) said it will continue to implement programs in Negros Oriental, at least, until the end of this year.

DOT-7 Director Rowena Montecillo said they have yet to receive the directive and guidelines for the enforcement of the executive order from DOT’s central office in Manila.

“Until such time, we cannot leave Negros Oriental. We will continue helping them,” she said.

Montecillo pointed out the substantial contribution of Negros Oriental to the tourism industry of Central Visayas and to the country in general.

Based on the recent data, a total of 1.07 million tourists visited Central Visayas in the first quarter of this year, which indicated a growth of 10.26 percent from the same period in 2014.

Cebu ranked first at 813,972, in terms of the volume of both local and foreign tourists.

Negros Oriental posted the second highest tourist arri-vals at 141,183 followed by Bohol with 103,157, and Siquijor with 13,244.

She said Negros Oriental, for instance, is known to be a wholesome and interesting tourist destination with its rich and untouched natural resources.

She particularly cited the renowned Apo Island which has always been the pride of the province.

She said that they have observed the growth rate of more than 30 percent in terms of the performance of the province for the past two to three years.

I understand the new Regional offices will be in the town of Kabankaland. A small dusty town I think I travelled through on the bus from Bacolod to Dumaguete. I have no link to confirm this so it could be wrong. Chas.

Thank you sir Chas for that information :) Glad to know about that news, ive heard about it and im glad that the president already approved it.
Been busy lately, house chores and my son :) as always :) Happy everyday to see him grew. time flies fast if i could stop it, he is very hyper active kid. knows how to get my attention and he cries so loud :lol:.

Thank you for the post, Chas. I have been to Negros Oriental, but not to Negros Occidental. I traveled through Dumagette, but did not stop. I stayed 3 days in Bayawan at their one and only Pension House. I enjoyed my visit there, and went up into the mountains to visit the parents of one of my Filipina friends. They lived in a nipa hut without electricity or running water. The flooring was strips of bamboo, and the supporting wood joists were spaced about a meter apart. I was nervous that I was going to go crashing through the floor at any minute, but it was surprisingly strong. The floor was about 2 meters above the ground, and that helped to keep the house cool. This family were farmers. Man and wife with ten children. I have read that all of Negros is organic. I don't know if that is true, or not, but all of the farming I saw around Bayawan was.
I hope that this new classification will help Negros and all of those who are living there. The majority of the area in the southern parts of Negros are sparsely populated, and totally undeveloped. It is really a beautiful area, but I don't know how safe a foreigner would be if he were to stay there. I have heard there are lots of bandits up in the mountains.

Hi Sir Michael, yes theirs a bandits (to be known as NPA) in the mountain but in the cities is really safe Like bacolod :) .
Its been raining all day since the first day of June. I been lazy this few days, when its raining i wanted to sleep :lol:. inspite of rain my son want to got out to play he keep on crying just to see outside :lol: i wanted to scold him instead i laugh at him :lol: his so cute to cry so loud.. :) I cant do some house chores i am so tired :)

NPA is not that bad at all you know... they also help people but th government however treat them as notorious.. they are the most wanted enemy of the state and that reason i dont know why... the most wanted group was there in mindanao they really kill without mercy.... anyway i have a mercy and now may day was like busy side walk ramadan is coming and everyone here is preparing for it.. i am also excited because its my first time having here in Ramada season.

My Day was so tiring. Being a mother is one of toughest job, you will do it all for the sake of your family. even how tired i am my son will be the first priority :) sometimes my eyes wants to close to get some sleep but my mind wakes me :). He sleep late again 23:30 so thats my time to wash all dishes.

Being a mother is fulltime sis... today i wake up 4. 30am then we went to work early as that.. ramadan is comming and everyone is busy in egypt.. all people celebrate ramadan here.. and our days ahead will be very busy and tiring without having enough rest. But im also excited to witness for the first time how ramadan was celebrated here.

Today our Nation celebrating Independence Day, To my fellow Filipino's here happy Independence day. :D
I started doing house chores early morning so i finish it before lunch, then we went to visit my moms...bonding moments again with my niece and sisters :) laughtrip while skyping with our father and sis. :) Happy moments with them is priceless.

Happy 117th Independence day Philippines. Hello Everyone :D Im having bonding with my family since yesterday im glad that i got my off again. Celebrating independence day at the SM Mall, watching with Parade of Marjorit dancing with baton outside, live Bands, singing and enjoying the freedom sale. Happy weekend to all.

Since raining last week my laundry stacked up like a mountain but I can't washed it won't dry coz it's been raining...we stayed at home all day my son want to go out but still raining he miss his playmates.
